The HSA and the HRA

Employers started to offer Health Reimbursement Arrangements (HRA) in 2001 and Health Savings Accounts (HSA) in 2004. What changes have they made to Health plans?


These services are meant to allow individuals to have more control over their money and spend it more responsibly.

By 2010, almost 1/4th of employers with 500 or more employees offered one of these plans. All in all, the plans covered about 21 million people in 2011.

Even though these plans are very new, a significant amount of people have held them for years already. In 2011, over 1/4th of the employees that had one of the plans have had it for three to four years. They seem to be around to stay. Assets in these accounts can be expected to rise in the future!
